The "CE" mark is a safety certification mark that is considered a passport for manufacturers to open and enter the European market.

The "CE" mark is a mandatory certification mark in the EU market. Whether it is products produced by enterprises within the EU or products produced in other countries, in order to freely circulate in the EU market, the "CE" mark must be affixed to indicate that the product meets the basic requirements of the EU's "New Methods for Technical Coordination and Standardization" directive

Application process: The CE certification certificate can be obtained within 1-3 months after the product information is fully prepared

COC

COC (Certificate of Conformity) product conformity certificate.

In order to ensure the quality of imported products, prevent unsafe and inferior products from entering the country and endangering national health and safety, and consider environmental protection, some countries require exporters/importers to entrust third-party inspection and certification agencies to test and inspect products before shipment. Products that meet the standards of the importing country will be issued a product conformity certificate (i.e. COC certificate), and the goods can be cleared smoothly in the importing country. Otherwise, they will not be imported. If the COC certificate is not provided as required, the goods will face high fines at the destination port.

★Which countries require COC certification for export?

Several countries in the world have implemented and formulated mandatory regulations for imported goods, and the certificates issued may have slightly different names, but in reality they are similar. They can all be understood as COC certificates. For example, Nigeria (called SONCAP Certificate, or SC), Kenya (COC), Tanzania (COC), Botswana (COC), Egypt (called Certificate of Inspection), Cote d'Ivoire (COC), Ghana (COC), Ethiopia (COC), Saudi Arabia (COC), Algeria (COC), Kuwait (TER; TIR), Uganda (COC), Russia (GOST-R), Qatar (COC), Bangladesh (COC), Iran (COC), etc.

One thing to note here is that not all products require a conformity certificate for this product. It depends on which country the product is exported to and whether that country requires a COC certificate for customs clearance.

Saudi Arabia SABER

SABER certification

It refers to the conformity certification assessment plan for non Saudi domestic enterprises (i.e. enterprises exporting to Saudi Arabia). It is an upgraded version based on the original SASO certification and a new certification and accreditation program that replaces SASO certification.

Attention: Starting from January 15, 2020, "SABER certification" will fully replace the old "SASO certification", and all products must undergo SABER certification in order to clear customs smoothly. According to SABER certification requirements, products will adopt different compliance inspection procedures based on high, medium, and low risk categories. According to different inspection procedures, inspection materials including component test reports that meet different standards will be provided and executed by different recognized organizations.

SABER certification process

The product first needs to apply for a PC certificate, and when shipping, apply for an SC certificate for each batch of products.

It is mainly divided into two stages:

The first stage of PC certification application: The importer registers an account in the SABER system, inputs application information into the SABER system, selects a issuing agency in the SABER system, and the issuing agency contacts the exporter to provide certification documents after receiving the application. The issuing agency submits the approved documents to the SABER system and issues a PC certificate, which is valid for one year.

Second stage SC certification application: The importer submits the SC application through the SABER system; After the issuing authority confirms the validity of the PC certificate, the importer pays the SC certification fee and issues the SC certificate, which is only applicable to the goods imported in that batch.
