On October 7, 2025, Stephane Sejourne, Vice President of the European Commission, announced that to protect the European steel industry and employment, the EU plans to increase tariffs on steel imports from the current 25% to 50%, while also cutting the tariff-free import quota by 50%.

The new regulation will replace the steel safeguard measures implemented in 2018 (originally set to expire in June 2026). It currently still requires the completion of the legislative process and is expected to take effect by June 2026 at the latest.

South Korea's steel exports are expected to face direct impact. According to data from the Korea International Trade Association, South Korea's steel exports to the EU reached 4.48billionin2024,slightlyhigherthanitsexportstotheU.S.(4.347 billion).

Unlike the U.S., which broadly imposes a 50% tariff, the EU employs a quota system. However, the significant reduction of the quota will increase the burden on South Korean companies. The EU had already reduced some steel safeguard quotas on October 4, with South Korea's quota being cut by up to 14%.
